with this command line, if Configure.pl doesn't find a copy of nqp, it
tries to helpfully download one via git;

Unless a user has specified one of the --gen-* options, no source
should be downloaded. Instead, an error should be generated that
parrot or nqp is not available; the error diagnostic should probably
mention --gen-parrot and --gen-nqp, in case the user does want help.

After some further IRC discussion it turned that that Configure.pl
doesn't do any magic unless requested, so rejecting ticket.
