These tasks all require no expertise in C, the Perl internals, or any
particular operating system. Some may require more Perl programming expertise
than others, but none is an extremely difficult programming task.

If anything, these tasks will require patience, some work, and maybe some
research.

I invite everyone to pass these along to interested parties not on p5p, and
suggestions of existing tickets that match these criteria.

I would like this to be a "where can I start helping?" ticket.

It's probably worth mentioning

http://perldoc.perl.org/perlhack.html

as a jumping-off point for people new to perl5 development who are
pointed at this ticket.
