PerlIO::encoding can croak, aborting cleanup #12551

From @cpansproutA badly-behaved encoding implementation can cause PerlIO::encoding to croak during flush, which can happen during stack unwinding, when the handle is freed, resulting in cleanup being aborted. This can cause HEKs to leak, resulting in unbalanced string table warnings. I don’t know what the best solution is. Right now we have a test in encoding.t that triggers this. It was meant to be a test for a crashing bug, now fixed, but it triggers this other bug.
