In playing around with signatures, Ilmari on IRC noticed some funny
behaviour that boils down to different effects of local/my/our having
different scopes. For example​:

$ perl -lwe '$aaa=111; $bbb=222; { my(local our $aaa, $bbb) = (333,444); print "$​::aaa $​::bbb"; } print "$​::aaa $​::bbb"'
333 444
111 444

There the "our", overriding the outer "my", extends to both variables
in the list, but the "local" only affects the first one. Similarly​:

$ perl -Mstrict -lwe '(our $aaa, $bbb) = (333,444);'
Global symbol "$bbb" requires explicit package name at -e line 1.
Execution of -e aborted due to compilation errors.

Although as established above some aspect of "our" extends to both
variables, its suppression of strictness only applies to the first one.
These cases can be rectified by adding inner parens​:

$ perl -lwe '$aaa=111; $bbb=222; { (local our ($aaa, $bbb)) = (333,444); print "$​::aaa $​::bbb"; } print "$​::aaa $​::bbb"'
333 444
111 222

I think this is down to the PL_parser->in_my flag. It's a parser-global
variable that is set while the variable list is being parsed, gets cleared
at its end, and influences the semantic transformation of the ops.
I think the problem is that the procedural setting and clearing of
this flag doesn't match up with the more functional treatment of the
op trees resulting from parsing. Some of the effects of "our" et al,
controlled by the flag, persist for the whole list, but other effects,
being semantic transformations of an op tree, only get applied to the
expression that is syntactically subordinate to the keyword.

Fixed in blead by commit f3106bc. This makes nested declarations an error.
