Could you please take the matter up with the manager of the archive?
perl5-porters looks after maintenance of the perl source code​: maintenance
of binary versions is up to the person or organization that propagates
them. Thanks. (It would probbaly help if you told the manager how the
incompleteness manifests itself.)

If you have an ANSI C compiler on your system, you can always build perl
from the source at http​://www.perl.com/CPAN/src/stable.tar.gz.

Well, you certainly didn't tell us what was missing, and you still
haven't.

If your email to sunfreeware was as vague as the one to p5p, I don't
wonder they ignored it.

To the bugtron-keeper​:

I suggest this be marked 'closed', especially as it doesn't affect the
official distribution of perl. If Marta cares to substantiate her claim
that there are things missing from the sunfreeware package, then she
should let the keeper of the CPAN readme files know some specifics so
that he can decide whether to mention this on the relevant documentation
page.
