Deparse omits the implicit ~~ that when blocks often have.

This defeats one of Deparse’s main purposes​: to see how the code is compiled.

‘chr’ gets deparsed as ‘chr $_’, so when shouldn’t when($foo) become when($_ ~~ $foo)?

Deparse shouldn't *always* expand the implicit smartmatch, but it has
the -x option to control this sort of thing. Expansion under -x2 or
higher implemented as commit b54ed1c.
