When I redirect STDOUT to an utf8 file using the 3-arg open, the utf8
IO layer is not set​:

  open STDOUT, ">​:utf8", "foo.out";
  print STDERR "layer​: $_\n" for PerlIO​::get_layers(*STDOUT);

gives

  layer​: unix
  layer​: perlio

When I close STDOUT first, the layer is set correctly​:

  close STDOUT;
  open STDOUT, ">​:utf8", "foo.out";
  print STDERR "layer​: $_\n" for PerlIO​::get_layers(*STDOUT);

gives

  layer​: unix
  layer​: perlio
  layer​: utf8

Confirmed in 5.8.8, 5.10.0 and bleadperl on OS X.

I wonder, could this be related to ticket #34595​: open sometimes ignores
perlio layers when duping?
