From perl-5.8.0@ton.iguana.be

Created by perl-5.8.0@ton.iguana.be

from the Text::Wrap SYNOPSIS:

@lines = wrap($initial_tab, $subsequent_tab, @text);

This suggests wrap will return an array of lines. But actually it
just returns a scalar with all lines concatenated, which in this
assignment will of course simply become the first and only element
of the array.

(returning a list of lines in list context would be quite useful in fact,
but is probably way too incompatible by now).
