The following small example shows that the alarm never happens on Windows perl 5.8.x.
Either a sleep of an input from <STDIN> will show the problem.

  print "Alarm should fire in 2 secs\n";

More info - This bug appears to only reproduce on Windows 2003. i.e. It
works fine on Windows 2000 and Windows XP.
