This immediate bug has been fixed by 49dd909
But since we hadn't had an EBCDIC test bed since late in the 5.27 development series, other bugs have crept in. This commit gets miniperl to compile, but there are a bunch of failures in minitest. And the make won't compile the modules to make a full perl, failing in ways that are mysterious to me, who knows little about the way this works.

So I'm keeping this ticket open

(although there would be porting errors due to check sum changes that could be cured either by regeneration or the inclusion of a couple of other non-code affecting commits to regen/mk_invlist.pl
