5.28.0 fails to compile on macOS 10.13 with Duseshrplib #16599

Although I use macOS at home for a lot of things, I'm no Darwin guru 15 years ago, useshrplib was turned off by default on Darwin: with the comment, "useshrplib=true results in much slower startup
