Perl should have a cycle detector #15559

Therefore, the # not needed, but shows that this problem isn't just my $i = 0; If you use /bin/time to measure the memory use by Perl while running Both Python and PHP have cycle collectors and do not leak memory in Marked as 'wishlist' because it is a non-trivial new feature.
