chrome on mac complains about the rakudo.org cert when going through
https, and then the home page is a cpanel page saying there's an issue
with the host.
It would be nice if HTTPS worked.

The certificate problem can be solved by using a certificate with additional aliases. This is the error I get:
"The certificate is only valid for the following names: host.pmichaud.com, www.host.pmichaud.com"
So renewing the certificate with additional aliased www.rakudo.org (and rakudo.org) will offer browsers a valid certificate. In case a commercial certificate is a problem,maybe a letsencrypt one could be a good alternative.
HTTPS connection is very important for downlaods (and the related hashes); You don't want to offer downloads through an unsecured channel where a man-in-the-middle could replace rakudo with malicious patched code. This problem also applies to moarmv.org.
This has definitely been fixed over the last couple of years. https://rakudo.org has a certificate from Cloudflare nowadays with the following Subject Alt Names:
