pod/perlmodlib.PL has a reference for maintainers​:

335 =for maintainers
336 Generated by Porting/make_modlib_cpan.pl

and Porting/make_modlib_cpan.pl appears to be parsing http​://www.cpan.org/SITES
but that is not a list of mirrors but a readme type thing now.

If I have the tuits I'll rewrite make_modlib_cpan.pl this weekend to use
http​://www.cpan.org/indices/mirrors.json
