This is quite late request this patch. 5.20.0 through 5.20.3 come with IO​::Socket​::IP 0.29. Without this patch https​://rt.cpan.org/Public/Bug/Display.html?id=98976 https://metacpan.org/diff/file?target=PEVANS%2FIO-Socket-IP-0.33%2F&source=PEVANS%2FIO-Socket-IP-0.32%2F CPAN Shell, HTTP Tiny and LWP can't create any outgoing sockets on my Server 2003 machine. All connections fail with error codes. Specifically Strawberry 5.20.3 can't make any outgoing connections until I manually download and install from tarball a newer IO​::Socket​::IP which fixes all the connection failures.

5.22.0 ships with 0.37, and the fix first shipped in 0.33 so 5.22 series has never had this bug. 5.18 never shipped IO-Socket-IP, 5.20 was the first to ship it.
