The first two programs are syntax errors because (for some reason) perl parses
the import argument list after 'use' in statement context, i.e. it thinks a
leading '{' is ambiguous and could be either a hashref or a block.

I think this is bogus because after 'use MODULE' there can be either an
argument list (an expression) or a ';'. There is no ambiguity here. The first
two programs should parse as 'use MODULE HASHREF;' without additional
annotations.

Data::Dumper's upstream repository is (effectively) blead, and whilst we can
auto-generate Makefile.PL suitable for blead, this doesn't provide some
other functionality needed for CPAN.

This also fixes CPAN #12282, which has been missed forever.

Really we should decide *which* bugtracker is canonical for Data::Dumper
(and will be checked and acted upon) and then record that metadata in this
Makefile.PL so that metacapn.org etc link to it.
