[perl #126182] should be considered blocking, or perhaps better put,
the changes I made to fix it, and the feedback from Zefram, are
blockers. Either we revert, or we fix. I am hopefully I get around to
the latter.

#126182 already is on the list of 5.24 release blockers. No action need
be taken for this, the 5.26 blocker list.

I'm attaching a CSV file in which I try to characterize the status of the tickets which have been classified as blockers for 5.26.0.

Notes on the entries in the "status" column:

"No fix by freeze; remove as blocker":
These are old tickets on which no action was completed by code freeze. I think they should be left open but removed as blockers. If no one objects, I will do so at the end of this month.

"Need decision":
Need decision, probably by pumpking.

"Needs more examination":
Need more examination by people (apart from pumpking) who have looked at ticket.

"Need action by CPAN maintainer":
Maintainer(s) have been notified, but at least one maintainer of distro cited in ticket needs to take an action. (Ultimately this should become a non-blocker, IMO.)

"Owner's call":
Ticket has been Taken and owner has announced plan to resolve ticket.

The "recommendation" column is just my own judgment calls. Others may have different opinions.

Thank you very much.
