From @andk

Subject says "near" because bisect leads me to v5.14.0-285-gfa1e92c. But
I also have Devel::Declare 0.006004 installed in my v5.14.0-292-g554bc0f
which means it must have passed its tests once although I cannot
reproduce that.

Example fail report:

http://www.cpantesters.org/cpan/report/dc666850-8a65-11e0-8267-235e1fd9732a

It's always sugat.t which fails:

Use of uninitialized value $test_method1 in method lookup at t/sugar.t line 85.
Can't locate object method "" via package "DeclareTest2" at t/sugar.t line 85.
# Looks like your test exited with 255 just after 6.
t/sugar.t .....................
Dubious, test returned 255 (wstat 65280, 0xff00)

The matrix shows 5 more reports.
