That was disttest and Win9X's command.com having some communication
difficulties. command.com doesn't understand &&. At least, I hope
you were running Win9X?

It's also odd because this should have happened​:

what's your Makefile value for PERL_SRC? I betcha it's blank and I
betcha I know why.

You probably dont' have a perl_src\config.sh generated, right? The
logic to initialize PERL_SRC (line 1512 on) looks for config.sh,
perl.h and lib/Exporter.pm 2 to 4 levels up from where it currently
is. If you don't have a config.sh, it's not going to think you're in
the PERL_SRC.

Here's a patch that only looks for files in the MANIFEST.

Win32 builds do most of their work in win32 sub directory.
The lib/CORE only gets populated quite late.
config.h is in the win32 subdir due to irritating #include features
of some Win32 compilers.

what's your Makefile value for PERL_SRC? I betcha it's blank and I
betcha I know why.
