I wrote it under the asumption that

    http&#8203;://ls6\-www\.informatik\.uni\-dortmund&#8203;:1410/ 

is a perfect valid URL and an proxy would go out and resolve any valid
url. At least if the protocol is HTTP.

If someone volunteers to set up the CPAN-WAIT system on port 80
somewere, I'd be happy to help.
