The "Not OK" messages are even more useful and more p5p-worthy
because they are, after all, true genuine perlbug messages.
They often contain the first analysis of the problem, and
sometimes even the patch (or at least a suggestion towards one).

PL_HASH_RAND_BITS_ENABLED=2 does not seem to be a reproducible
state when setting PERL_PERTURB_KEYS.

It seems that the unit test `t/run/xrunenv.t`
identifies an issue where we cannot reproduce a hash
randomization when using the DETERMINISTIC mode.

This is an attempt to fix it.
Need review from upstream.

This isssue is now reported to upstream as Perl#18095
This is not specific to the work perform as part
of `alpha-dev-02-strict`, thus we should revert it
there to avoid making a bad decision.
