perldoc warnings shows a hierarchy of warning categories. I am
proposing that hierarchy be extended to the individual warnings
as described by diagnostics. This to support the promotion of
warnings by individual warnings and smaller groups.

Well, for one, it would allow the useful syntax warnings to be enabled without enabling also the annoying ones.

This is on my ever-growing list of things to do.

More precision in the control of enabling, disabling and escalation
of warnings. More precision is good in itself, but also would increase
the scope over which warnings preside.

It is easy to imagine a large body of code where
'use warnings FATAL => "useduninitialized";' could be used as
a matter of course.
