The Perl website is not available entirely over HTTPS -- parts
(such as perldoc.perl.org) are not. Far worse, the Git repository
(perl5.git.perl.org) is not available over HTTPS at all. This puts
all who clone the Git repository at risk of a man-in-the-middle attack
resulting in remote execution of arbitrary code.

Free TLS certificates trusted by (at least) Firefox and Chrome are
available from Let's Encrypt.

I believe this is now resolved as far as p5p is concerned. (As noted, the perldoc website issue should go to the perldoc website.)
